Service Code 089 — a growing statewide DDS priority

Housing Access Services software, built for how Regional Centers actually work.

Stop stitching together an intake packet, a scheduling calendar, individual housing transition notes, an hours log, a signature app, and your eBilling portal. In CareAutomate, a consumer's Housing Access Services (089) run in one record — intake and onboarding from your own forms, housing transition documentation to Title 17 standards, authorized hours tracked against the Purchase-of-Service authorization, signatures at the point of service, and clean eBilling to your Regional Center. No re-keying. Housing is where CareAutomate started.

What it is

Housing Access Services (Service Code 089), run end to end.

Housing Access Services help consumers with intellectual and developmental disabilities find, secure, and sustain housing — person-centered work that includes individual housing transition support. It's a vendored Regional Center service under Title 17, and DDS is funding its expansion across all 21 Regional Centers right now through Community Resource Development Plan start-up grants. It's documentation- and coordination-driven work — exactly what CareAutomate was built for, and the domain we started in.

Who it's for

Vendored Regional Center Housing Access Services providers — and the new providers DDS is funding to stand this service up statewide. If you're building an 089 program from scratch, you need an operational system from day one, with no legacy tool to migrate from. That's the easiest possible start, and it's what this is built for.

How it works

One consumer record. Intake in, clean eBilling out.

Consumer Intake & Onboarding (Form Builder)

Build your own intake, consent, and assessment forms; staff and consumers complete and e-sign them in-platform. Bring a consumer on without paper or a separate intake tool.

Individual Housing Transition Documentation

Document housing search, navigation, and sustaining work to Title 17 standards, from the field, tied to the right consumer and their housing plan.

Real-Time Visit Capture

Staff clock services in real time from the field — timestamped and location-stamped, locked to the consumer's record — for live proof of when and where service was delivered.

In-app visit verification; does not yet integrate with the state Sandata EVV aggregator.

Authorized-Hours Tracking

Every service draws down the consumer's Purchase-of-Service authorization in real time; staff see remaining hours before scheduling, and an over-authorization is flagged first.

Scheduling, tied to the authorization

Schedule consumer visits and staff caseloads in one calendar that knows each consumer's remaining authorized hours — so you schedule within the POS authorization and never book time that can't be billed.

Electronic Signatures with Timestamps

Captured at the point of service, locked to the record — audit- and QA-ready.

Clean eBilling Output

A signed, hours-checked record becomes a submission-ready eBilling entry for your Regional Center — no re-keying.

Consumer Record + SIR

Housing plan, services, authorizations, and Title 17 documentation in one place; Special Incident Report workflows keep reportable events organized and on time.

Why now

DDS is funding this service into existence — get ahead of it.

Regional Centers statewide are awarding Community Resource Development Plan start-up funding to develop new Housing Access Services providers across all 21 Regional Centers. That means a wave of new 089 vendors standing up programs this year — each needing an operational and eBilling system from day one. Starting clean beats fixing a spreadsheet later.
